The SMTP server you are using has been abused by someone to send spam to email addresses that did not exist and were obviously "guessed".

No. The problem resides on the SMTP server of your outgoing email provider.
How can I fix this?
Contact your SMTP server administrator, forward your bounce message to him / her and wait for a solution. You may only have this problem with Hotmail accounts, so you may still be able to send email to other email domains / recipients.
